Clock Device

The clock device is an electronic device which produces an oscillating HIGH and LOW signal.
The amount of time between oscillations can be configured using a spanner. You can also rotate the device spanner.
A clock set to 8 ticks will remain LOW for 8 ticks, then switch to HIGH for 8 ticks, and repeat.
